Implementing public health policy as established by federal, state and local guidelines, is a primary function of the Administrative Services Division and the Board of Health. The division also serves in a supportive capacity by providing many centralized functions for the entire Health Department. Responsibilities include preparation and revisions of all budgets; financial controls and management; third party billing; receipting and depositing of all moneys; various record keeping and reporting systems; data processing developments and support; planning and evaluation; personnel, payments, and contract management; purchasing; and inventory.
The majority of financing for public health programs comes from categorical grants from Michigan Department of Community Health, Michigan Department of Agriculture, and Michigan Department of Environmental Quality. An appropriation from Saginaw County provides significant funding. The balance of revenue necessary for the operation of the Health department comes from third party and private fees, donations, and tobacco/liquor taxes. Organization Chart |
